We rebuilt this set from the current consolidated text so you are not memorising withdrawn numbers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Origin and Scope of the Rules<\/strong><\/h2>\n\n\n\n<p>The rules were notified through <strong>S.R.O. 432(I)\/2004 dated 8 June 2004<\/strong>, in exercise of powers under <strong>section 26 of the Public Procurement Regulatory Authority Ordinance, 2002 (XXII of 2002)<\/strong>. They apply to all procurements by all procuring agencies of the Federal Government, whether within or outside Pakistan.<\/p>\n\n\n\n<p>Rule 4 sets three governing principles: procurement must be <strong>fair and transparent<\/strong>, must bring <strong>value for money<\/strong>, and the process must be <strong>efficient and economical<\/strong>. Rule 20 makes open competitive bidding the principal method of procurement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Financial Thresholds That Changed<\/strong><\/h2>\n\n\n\n<p>This table is the single most examined content in the entire subject. Rule 39 caps the <strong>performance guarantee at not exceeding ten percent<\/strong> of the contract amount. Rule 42(c)(iv) permits repeat orders <strong>not exceeding fifteen percent<\/strong> of the original procurement.<\/p>\n\n\n\n<p>The day limits follow a clear pattern:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rule 13<\/strong> \u2014 response time not less than 15 days for national competitive bidding and 30 days for international competitive bidding<\/li>\n\n\n\n<li><strong>Rule 28<\/strong> \u2014 bids opened at least 30 minutes after the deadline for submission<\/li>\n\n\n\n<li><strong>Rule 35<\/strong> \u2014 final evaluation report announced at least 15 days prior to award of contract<\/li>\n\n\n\n<li><strong>Rule 43<\/strong> \u2014 payment against invoices within a period not exceeding 30 days<\/li>\n\n\n\n<li><strong>Rule 45<\/strong> \u2014 taking over certificate within 30 days; final bill paid within not more than 60 days<\/li>\n\n\n\n<li><strong>Rule 46<\/strong> \u2014 record of procurement proceedings maintained for a minimum of five years<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Bidding Procedures and Grievance Redressal<\/strong><\/h2>\n\n\n\n<p>Rule 36 permits four procedures: single stage one envelope, single stage two envelope, two stage, and two stage two envelope. Rule 37 states that <strong>single stage one envelope shall ordinarily be the main procedure<\/strong> used for most procurement. Two stage bidding is reserved for large and complex contracts where technically unequal proposals are likely.<\/p>\n\n\n\n<p>Rule 48 governs complaints. A bidder may complain <strong>within seven days<\/strong> of announcement of the technical evaluation report and <strong>five days<\/strong> after issuance of the final evaluation report. The Grievance Redressal Committee must decide <strong>within ten days<\/strong> of receipt. An appeal to the Authority lies <strong>within thirty days<\/strong> of communication of the decision.<\/p>\n\n\n\n<p>Under Rule 19, blacklisting runs up to <strong>ten years<\/strong> for corrupt and fraudulent practice, <strong>three years<\/strong> for failure to perform contractual obligations, and <strong>six months<\/strong> for failure to abide by a bid securing declaration. A review petition may be filed within thirty days and must be decided within ninety days.<\/p>\n\n\n\n<p>Rule 50 defines mis-procurement as any unauthorised breach of these rules.
